Youll also need a good Internet connection. A 56k modem is fine for audio conferencing but for full-motion video youll need a broadband connection, like DSL (Digital Subscriber Line). Youll also need the proper software.
If you want to video web conference with more than one other person at a time (and have them all be in on the same conference) youll probably need to find a video web conferencing server to host your video web conference on. Dont worry, these can be very economical and usually cost a lot less than traditional teleconferencing services.
